poverty is critical. More accurate
measures will allow us to develop a
better picture of the extent of poverty,
determine why poverty exists and
what perpetuates it, guide public
policy, and improve monitoring and
evaluation. Poverty measurement
affects public perceptions of the
developing world and can create
public pressure for action, particularly
when progress in reducing
poverty is not made. More
precisely defining and measuring poverty
remains a challenge to the development
community. Various concepts,
measures, and analytical tools are
available to track poverty, and it is
important to understand their various
strengths and weaknesses.
