practitioners, donors, and military personnel to
discuss the role of a society's institutions in
conflict and fragile states, including
counter-insurgency contexts. View papers,

U.S. Army Military History Institute, the Institute
for State Effectiveness, Human Rights Watch, USAID,
and the Department of Defense, and keynote addresses
